startTime	string (date-time)	Observation start time.
totalTimeInMs	number	Total time of wait in milliseconds in this time interval.
type	string	The type of the resource. E.g. "Microsoft.Compute/virtualMachines" or "Microsoft.Storage/storageAccounts".
userId	integer	Database user identifier.

list_by_server
